Allan Booe, a Water and Wastewater Engineer, has extensive experience in the design, maintenance, and operation of water and wastewater treatment plants and their related appurtenances. Allan Booe specializes in the engineering design and management of water and wastewater utility projects.

Allan Booe has over thirty-five (35) years of engineering experience primarily with treatment plants, distribution and collection systems. He served as Utilities Director for McAllen Public Utility for four (4) years. He was project manager on the design and construction of numerous water and wastewater treatment plant projects throughout his career including Mission’s North Water Treatment Plant, Edinburg’s West Water Treatment Plant, North Alamo’s Delta Regional Water Treatment Plant, Mission’s Wastewater Treatment Plant, Hidalgo’s Wastewater Treatment Plant, Rio Grande City Wastewater Treatment Plant and Elsa’s Wastewater Treatment Plant. His experience includes a wide variety of projects including rehabilitation, expansion and new construction.

More important, Allan Booe has been successful in obtain funding for many of these projects using the Texas Water Development Board, Texas Department of Rural Affairs, USDA Rural Development, and North American Development Bank.

It is safe to say that Allan Booe has captured over $100M in grant funding or loans within the last 10 years. That is why a majority of our clients are repeat clients because they know we can capture the money to make there projects come to fruition. Here recently, Allan Booe was successful with capturing funding from the American Recovery and Reinvestment Act for cities such as Mission and Elsa. The funding application process was fast-tracked in order to meet the short deadlines each of our clients had in order to avoid losing its funding. At the end of the day he captured a total $20.8 million in grant and loan funding for Elsa and Mission alone.

Also, Allan Booe is one of the leaders of water and wastewater utilities in the Lower Rio Grande Valley and has been actively involved with various municipalities and special service districts in assisting them with utility engineering needs. Allan Booe has a solid relationship with utility professionals throughout the State of Texas including the various funding and regulatory agencies such as the Texas Water Development Board, the Texas Commission On Environmental Quality, and the U.S. Environmental Protection Agency.

Furthermore, Allan Booe will provide his project understanding gained through more than 35 years of engineering experience from various clients in South Texas. Within the last five (5) years he has completed a total of eight (8) major water treatment plants and (7) major wastewater treatment plant projects and there related appurtenances using federal or state funding.
